What is the Programme doing and what has the Programme achieved?
NGO Network
One of the most important achievements to date is the network of NGO
partners across Europe (in EU member states and non EU member states). The
network has shared its experiences and through this we have formed the
development of good practice and contributed to advocacy positions at regional

Development of Statement of Good Practice
The
provides a clear and simple overview of the principles, policies and practices
required to implement measures that will ensure the promotion and protection of
the rights of separated children in Europe. It reflects the experience and
practice of the SCEP NGO Network and it should be seen as both a tool for
practitioners in the field as well as a standard bearer from which to lobby and
advocate for change. The Statement of Good Practice continues to be updated and
revised. Latest a 4th revised edition in 2009: Statement of Good Practice
Advocacy
Efforts are being made to ensure that the rights and needs of separated
children are included in national and EU legislations. In cooperation with Save
the Children's Brussels Office it has been possible to lobby and advocate on
behalf of separated children at a European level. Programme seminars have taken
place involving members of the network in order to formulate plans towards national
and EU levels, and to foster contacts and communication. For a full view of

Sharing of information and experience
Several Programme conferences and seminars have been held in different
European cities with participation of government officials, UNHCR, reasearchers,
practitioners and Network members from the countries covered by the Programme.
The SCEP NGO Network meets on a biannual basis.
Newsletter
The SCEP Newsletter is published bianually and contains information
about the SCEP programme activities, EU policy and legislative developments as
well as reporting on developments and changes in the situation for separated
children in the European countries covered by the SCEP. The information is
primarily provided by the NGO partners and the UNHCR SCEP Focal Points. The Newsletter
also brings information on events and new publications. The newsletters can be downloaded from Newsletter
Annual Report
An annual report is published once a year and gives a brief view of the
SCEP activities and achievements. The annual reports can be downloaded from Publications
SCEP Youth
Network
From February 2007 to February 2009 the SCEP has been implementing the
project "Networking with youth to combat violence against separated children",
funded by a Daphne Action Grant. The project supported separated children and
youth across Europe in addressing child rights issues relevant to them and
supported the formation of a European forum for separated children and youth,
the SCEP Youth Network. Reports from and an evaluation report of the project

Thematic
Groups
In 2009 the SCEP NGO members established 4 thematic groups on: Age
assessment; Guardianship: Return & reintegration and Trafficking.
